Tucson

Certificate of Occupancy

MPA took the lead in negotiating with City staff on an amended C of O process. MPA assembled a stakeholder group that worked with City staff to streamline the CofO process and solely focus on the life/safety issues and zoning.

Action: The City Council approved the modified, short-term solution

Marana

FEMA Map Modernization Process

MPA joined a Coalition of landowners to repeal a draft flood risk map released by FEMA during their Map Modernization Process. The Coalition worked closely with Senator Kyl and Congresswoman Giffords to develop a practical solution relevant to the region.

Oro Valley

Impact Fees

MPA worked diligently with other stakeholder groups to oppose the Town’s proposed impact fee increase. 

Action: Town Council approved new impact fees.

2007

Pima County

Pima County Comprehensive Plan Amendment for Water

MPA participated in several stakeholder meetings. Additionally, MPA submitted several letters to the County Administrator, Planning and Zoning Commission and Board of Supervisors identifying issues and alternative suggestions to the Amendment.  The County accepted some of the offered suggestions made by MPA, as well as other stakeholder participants. a

Action: Board approved the Plan Amendment

Pima County Sustainability Initiative

MPA participated in a stakeholder group in support of the County’s sustainability initiative that incentivized rather than mandated, green building standards.

Action: Board approved the Pima County Sustainability Initiative

 

Riparian Habitat Mitigation Standards & Implementation Guidelines

MPA submitted recommendations and comments to the County Mitigation Working Group. (link to letter)

Commercial Rainwater Harvesting

MPA worked with a stakeholder group and the City of Tucson on the first Commercial Rainwater Harvesting ordinance in the country.

Action: City Council approved Commercial Rainwater Harvesting

Tucson

Prop 200: Water User Bill of Rights

MPA created opposition literature for publicity pamphlet against this detrimental, no growth initiative.

MPA made significant contribution to campaign against this initiative.

Action: This proposition was defeated on the ballot.

Public Safety Impact Fee

MPA negotiated with City on establishing a new public safety impact fee of $1589 per single-family home and $1277 per 1,000sf of commercial space.

Action: City Council approved the Public Safety Impact Fee.

Neighborhood Preservation Zone (NPZ)

Action: Participated in several focus groups. City of Tucson NPZ Information.

Community Finance District

MPA worked with City staff on draft of policy for CFD creation and implementation.  MPA directly submitted comments regarding the application fee and administration fee. Succeeded in negotiating a significant reduction as proposed by City staff.

Action: None at this time.

Planned Community Development District

MPA worked with City on a few clarifications of the appeals process within the policy.

Action: City Council approved the Planned Community Development District

Marana

General Plan

Worked with Town Staff on General Plan Update by participating in Focus Groups, submitting letters and working directly with staff.

Action: General Plan approved by Town Council

NE Benefit Area Transportation Impact Fee

Worked with staff on proposed NE Benefit Area Transportation Impact Fee of $6872/du

The affected area is bound by the CAP canal on the east, I-10 to the west, Lambert Rd. to the south and town boundaries to the north.

This area was the only area in the Town currently not subjected to a transportation impact fee. Despite requests, town staff would not recommend phasing the fee in, however staff agreed to stall implementation to July 2008.

Action: Town Council approved the Fee.

Oro Valley

Water Connection Impact Fee

MPA led charge negotiating with the Town on their water connection impact fees.

Accomplished a 5-year phase in of revised water connection impact fees.

Action: Town Council approved the Fee.

Sahuarita

Residential Design Standards

Corresponded with Planning Director regarding standards and issues with the setbacks.

Action: None at this time.

2006

Pima County

Pima County Proposed Non-Residential (ie: Commercial) Impact Fees

MPA Participated in several stakeholder meetings and submitted letters to County staff and Board regarding its opposition of the fees.

Action: Board approved the Non-Residential Impact Fees
